In either cases, one always prefers that he/she have same ID on all social networking sites. For example I only use IDs : Quiz_Master or QuizMasterAsh everywhere. But usually you can only check if a User-ID is available or not when you are registering on a particular site. Sometimes you get your desired ID when you register, sometimes you don't. The ones for Picasa and yahoo are wrong though, in that place.
